- /api/cases/stale: exclude 'exported' status — exported cases await Dafna's
  review intentionally, they are not stuck
- legal-ceo.md: add routing for weekly-feedback-job reason + explicit handler
  (analyze feedback, update decision-lessons.md, close issue)
