- Complete STATUS_LABELS in case view (added outcome_set, direction_approved,
  drafting, qa_review, reviewed)
- Add DOC_STATUS_LABELS for diagnostics page (failed/stuck documents)
- Add completed/failed/pending/error to global STEP_LABELS
- Translate settings page table headers to Hebrew
