Chair-directed navigation/layout fixes (existing components, no new design):
1. "פתח עורך החלטה" moved into the case-page band actions (right after "העלאת
מסמכים") so it's reachable from EVERY tab, not only סקירה. Removed the now-
redundant full-width CTA from the overview tab.
2. Prominent "→ חזרה לדף התיק" back-link added to the /compose header (the
breadcrumb link was too subtle).
3. Home cases table: rail trimmed 360→280px and the title cell made min-w-0 so the
table gets the width it needs and no longer shows a horizontal scrollbar.
No backend / API change. The larger NEW citation-verification panel stays gated
behind Claude Design (preview 24-citation-verification already pushed).

Backend (cases listing)
- /api/cases: also return updated_at, created_at, practice_area,
appeal_subtype, subject. The detail-mode response was previously
dropping these even though db.list_cases reads them, leaving the
UI's "תחום" and "עודכן" columns blank.
Frontend
- Split the home table into two: רישוי (1xxx) and היטל השבחה ופיצויים
(8xxx + 9xxx), bucketing on appeal_subtype with a case-number-prefix
fallback. The "תחום" column is now redundant and removed.
- New AppealTypeBars chart in the right rail next to the existing
status donut.
- Donut: switch to a vertical layout (donut on top, legend below in a
3-col grid) so labels like "חדש / בעיבוד" no longer wrap inside the
320px sidebar; counts now align in a tabular column.
- CasesTable accepts emptyText/searchPlaceholder so each split table
has its own copy.

New /cases/new route with a 3-step wizard (basics / parties / details)
backed by react-hook-form + the caseCreateSchema. Each step validates
only its own fields so the user fixes errors in context. On success
useCreateCase invalidates the case list and the router pushes to the
freshly created case detail page.
PartiesField is a small chip-style editor for the appellants/respondents
arrays. The Home page now has a navy "+ תיק חדש" button that links to
the wizard.
Dropped .default() from the create schema — zod's input/output type
mismatch broke the RHF zodResolver generics; dropping the defaults is
simpler than plumbing z.input vs z.output through the mutation hook.

Initialize shadcn/ui (radix-nova preset) and wire its semantic tokens
to the editorial navy/cream/gold palette so primitives inherit the
judicial voice without per-component overrides.
Replace the Phase 2 live-probe with a real dashboard: KPI tiles,
conic-gradient status donut (ported from the vanilla renderHero),
and a TanStack Table cases list with search + sort. Add useCase(n)
hook with 5s staleTime/refetchInterval to replace the old manual
polling loop when Case Detail ships next.
